Design isnt limited to budgets, Each and every thing can be designed as per budget.

Now this restaurant I have got a chance to design had a budget of 4 lacs. 

We just repaired hte furnitures and painted the walls.

The main thing we did is that we have added custom lights using crates of fruit baskets. And adding different colours adds to the beauty of the lights.
